China Extends Anti-Dumping and Countervailing Duties on U.S. N-Propanol for Five More Years, Top Rate 267.4%

China's Ministry of Commerce on November 5 issued Announcement No. 54 of 2026, publishing the final determination of its expiry review of the anti-dumping measures on imports of n-propanol originating in the United States: starting November 6, anti-dumping duties will continue to be imposed on U.S. n-propanol for a period of five years, at the same rates as the original measures — 254.4 percent for The Dow Chemical Company, and 267.4 percent for OQ Chemicals Corporation and other U.S. companies. In a separate announcement the same day, the ministry also extended the countervailing duties on U.S. n-propanol for five more years from November 6, at 34.2 percent for OQ Chemicals and 37.7 percent for Dow Chemical and other U.S. companies.
The measures date back five years. On November 17, 2020, the ministry issued Announcement No. 46 of 2020, deciding to impose anti-dumping duties of 254.4 to 267.4 percent on U.S. n-propanol starting November 18, 2020, for five years. On November 17, 2025, at the application of China's n-propanol industry, the ministry issued Announcement No. 74 of 2025, initiating an expiry review of the anti-dumping measures starting November 18, 2025.
In the review, the ministry determined that if the anti-dumping measures were terminated, dumping of U.S. n-propanol into China might continue or recur, and the injury to China's n-propanol industry might also continue or recur. Under Article 50 of China's Anti-Dumping Regulations, the ministry proposed continuing the measures, and the Tariff Commission of the State Council decided to continue collecting the duties in line with the review. The expiry review of the countervailing measures likewise concluded that subsidization and injury might continue or recur.
N-propanol (abbreviated NPA) is a chemical solvent and intermediate, classified under tariff line 29051210 in China's customs tariff. According to the announcement, n-propyl acetate, produced by esterifying n-propanol, is widely used in food packaging production and as a solvent for food-packaging printing inks, and is also an important component of electrolytes for lithium-ion batteries in new energy vehicles; n-propanol is also used in producing medicines such as erythromycin, as well as in coatings, cosmetics, adhesives and many other fields.
The announcement also sets out how the duties are collected: starting November 6, importers of n-propanol originating in the United States must pay the corresponding anti-dumping duties to Chinese customs, levied ad valorem on the dutiable value determined by customs. Interested parties that disagree with the review determination may apply for administrative reconsideration or file a lawsuit with a people's court in accordance with the law.
