Virginia Man Charged With Selling Misbranded Prescription Drug Ingredients Nationwide: Some 1,732 Shipments Alleged

Friday, November 6, 2026 · Justice · GSM News

Mikhail Mosley, 38, of Bluefield, Virginia, and Chemsavers, the company he owns and operates, have been charged in a nine-count federal indictment with mislabeling prescription drugs, the U.S. Attorney's Office for the Western District of Virginia announced this week. The indictment charges Mosley and Chemsavers with conspiracy to defraud the United States, mail fraud, introduction of misbranded drugs into interstate commerce, and operating an unregistered manufacturing facility.

According to the indictment, Chemsavers advertised for sale numerous substances that are active pharmaceutical ingredients or prescription drug components regulated under the Federal Food, Drug, and Cosmetic Act. They included Prussian Blue, a prescription drug used to help remove radioactive cesium and thallium from the body; Methylene Blue, used to treat the dangerous blood disorder methemoglobinemia; Sildenafil Citrate, the active ingredient in prescription drugs for erectile dysfunction; and Tamoxifen Citrate, approved by the Food and Drug Administration (FDA) for several indications related to breast cancer.

The indictment alleges that between January 2021 and May 2026, Mosley and Chemsavers introduced misbranded Prussian Blue into interstate commerce on approximately 1,732 occasions, and misbranded Methylene Blue on approximately 108 occasions during the same period. They are also charged with selling 100-gram packages of Sildenafil Citrate on July 22, 2025, and September 18, 2025, for $1,681.11 each to an undercover FDA Office of Criminal Investigations agent posing as a customer, and with selling 5 grams of Tamoxifen Citrate to an undercover agent on November 21, 2025.

"Mislabeling prescription drugs is a crime that threatens the safety of our citizens and undermines public confidence in lawful prescription drugs," said First Assistant United States Attorney Robert N. Tracci. Marie Maguire, Special Agent in Charge of the FDA Office of Criminal Investigations' Metro Washington Field Office, said drugs distributed in interstate commerce generally must be approved and manufactured in a registered facility subject to FDA inspection and oversight, safeguards the defendants are charged with undermining.

The case is being investigated by the FDA Office of Criminal Investigations. Assistant United States Attorneys Danielle Stone and Randy Ramseyer are prosecuting the case. An indictment is merely an allegation, and Mosley and Chemsavers are presumed innocent until proven guilty beyond a reasonable doubt.
