Beverly Hills Council Meets Nov. 10: Study Session on Impact Fee Study, Evening Vote on Joining Westside Housing Trust

The City Council of Beverly Hills, in Los Angeles County, California, will hold three meetings on Tuesday, November 10, 2026, in the Council Chamber at City Hall, 455 North Rexford Drive: an Adjourned Study Session at 2:30 p.m., followed by City Council and Parking Authority closed sessions, and an Adjourned Regular Meeting and Parking Authority Meeting at 7:00 p.m. All three agendas have been posted online.
The afternoon study session takes up three direction items: a presentation of the draft Development Impact Fee Nexus Study, which proposes justifiable development impact fees on new development projects; a Traffic and Parking Commission recommendation to deny a Neighborhood Traffic Calming Program application for a peak-hour left-turn restriction from eastbound Olympic Boulevard to northbound S. Linden Drive, while studying holistic calming options for the southwest area and increasing police enforcement; and potential participation in the Westside Cities Affordable Housing Trust (WSCAHT), recently formed by Culver City, Santa Monica, and West Hollywood, with staff seeking direction on a Joint Exercise of Powers Agreement. The session also receives the Treasurer's reports for the month and quarter ended September 30, 2026.
The evening meeting's presentations include a certificate of appointment for Elliot Zarabi to the Public Works Commission, a proclamation of Barbara Eden Day, and the Embrace Civility Award.
Consent Calendar items include a resolution approving the city's execution of the Joint Exercise of Powers Agreement for membership in the WSCAHT and authorizing the Mayor to designate the city's board director and alternate; a lease with Fresh in the Park LLC for a snack bar at La Cienega Park; amendments and change orders for the Development Impact Fee Nexus Study with Economic & Planning Systems, Inc. — $20,000 more to complete Phase One for a revised cap of $119,787, and authorization for Phase Two at up to $210,213, for a total cap of $330,000; and award of an on-call pavement repairs contract to the lowest responsible bidder, PUB Construction, Inc., in the amount of $500,000 over a one-year base term.
The sole public hearing concerns amendments to the One Beverly Hills Overlay Specific Plan and the development agreement with BH Luxury Residences and Oasis West Realty LLC. Staff note the Council directed approval documents on October 20 and continued the hearing to November 10, and now recommend continuing it further to November 17, 2026.
New business includes an update on fiscal year 2025-26 unaudited General Fund and Enterprise Fund results with a recommendation for allocating the General Fund reserve balance, first-quarter fiscal 2026-27 General Fund results, and a Metro D Line Extension operational update with a recommendation to sustain current public safety staffing and resources.
Members of the public may participate in person, by phone at (310) 288-2288, by email to [email protected], or by video; written comments are recommended by 12:00 p.m. on the meeting date. Meetings are broadcast on BHTV Channel 10 and webcast live. Pre-entry metal detector screening is in place at City Hall.
