Redondo Beach Council Agenda for Nov. 10: Two Tax Measures Proposed for the March 2027 Ballot

The City Council of Redondo Beach, in Los Angeles County, California, will meet on Tuesday, November 10, 2026, in the Council Chamber at 415 Diamond Street, with a closed session at 4:30 p.m. and the open regular meeting at 6:00 p.m. The full agenda packet has been posted online.
Presentations include the Mayor's proclamation of November 2026 as Native American Heritage Month and the presentation of the Key to the City to Assemblymember Al Muratsuchi for his service representing Redondo Beach at the California State Assembly.
The most closely watched items are two tax measures proposed for the ballot, both continued from a previous agenda. The first would increase the uniform Transient Occupancy Tax (TOT): the Council will discuss adding the measure to the March 2, 2027 general municipal election ballot, setting priorities for filing written arguments and rebuttals, and directing the City Attorney to prepare an impartial analysis. The second concerns proposed Utility Users Tax (UUT) ordinance language and ballot question, likewise proposed for the March 2, 2027 election.
Another discussion item is a resolution establishing a city facility naming and renaming policy, together with discussion of renaming General Eaton Parkette and Perry Park Teen Center.
Consent Calendar contracts include an agreement with Fehr & Peers, Inc. to complete the Aviation Boulevard Parking Study for an amount not to exceed $41,458, and an agreement with Kristy Ibarra-Armas for belly dance classes for a three-year amount not to exceed $34,900.
The closed session will confer with legal counsel on several existing litigation matters, including the housing-related cases brought by Californians for Homeownership, Inc. against the city, and one potential litigation matter.
Members of the public may participate in person, via Zoom with advance registration, through the eComment system, or by email to [email protected], with written materials due before 3:00 p.m. on the meeting day. The meeting is broadcast live on Spectrum Channel 8 and Frontier Channel 41, and streamed on the city's website and YouTube.
