Canada Digest: Ottawa Seeks $22.1 Billion in Supplementary Estimates Led by Defence; Contraband Worth $121,655 Seized at Quebec Institution

The Government of Canada's daily news digest for November 6 carried three items. The lead item, a joint statement by the foreign ministers of Canada and Austria, has been published separately by GSM (Canada and Austria Foreign Ministers Issue Joint Statement on Critical Minerals, Security and Innovation). The remaining two items are summarized below.
Supplementary Estimates (B): $22.1 billion led by defence and priority services. Shafqat Ali, President of the Treasury Board, tabled the Supplementary Estimates (B), 2026-27 in the House of Commons on November 6, seeking $22.1 billion in new voted authorities for 71 federal organizations. Defence procurement and operations top the list: National Defence would receive $1.9 billion for icebreakers and $1.6 billion for satellite communications, with the icebreakers destined for the Canadian Coast Guard. On the social side, Employment and Social Development Canada would receive $2.4 billion for early learning and child care, Health Canada $821.6 million for the Canadian Dental Care Plan, and the Canada Mortgage and Housing Corporation $195.9 million for affordable housing. Crown-Indigenous Relations and Northern Affairs Canada would receive about $1.2 billion for the Federal Indian Boarding Homes settlement and $760.3 million for specific claims; Indigenous Services Canada would receive $734.5 million for health benefits, $600 million for education and $448 million for emergency management; seven organizations share $841.2 million for the Regional Tariff Response Initiative, and Employment and Social Development Canada would receive a further $631.6 million to train and recruit skilled trades workers. Together with the Main Estimates and Supplementary Estimates (A), total estimated expenditures for 2026-27 reach $538.3 billion, comprising $263.7 billion in voted expenditures and $274.6 billion in statutory spending. The government will introduce a supply bill no later than December 10 to seek Parliament's approval. (Treasury Board of Canada Secretariat)
Contraband worth over $121,000 seized at a Quebec federal institution. The Correctional Service of Canada reported on November 6 that staff at Cowansville Institution, a medium-security federal institution in Quebec, seized contraband and unauthorized items on November 1, including cannabis concentrate, marijuana, cocaine, tobacco, rolling papers, cell phones and accessories, with a total estimated institutional value of $121,655. The Service said it uses a number of tools to prevent drugs from entering its institutions and maintains a toll-free tip line, 1-866-780-3784, that protects callers' anonymity.
