Milwaukee Council Unanimously Adopts $2.27 Billion Budget, Funds Study of Municipalising the Power Utility

Milwaukee's Common Council voted unanimously on November 6, after nearly four hours of debate, to adopt a $2.27 billion city budget for 2027. The budget reallocates part of Mayor Cavalier Johnson's proposal: $2.5 million was moved from the Police Department to the Fire Department and other priorities; Sunday hours were restored at two library branches; and a planned flat 2% raise for general city employees was restructured so the lowest-paid workers receive the largest increases. The budget's property tax levy is $343.6 million, up 2% from $336.8 million in 2026.
The council also voted unanimously to borrow $1.35 million to study the feasibility of municipalising We Energies' assets. The budget now goes to the mayor, who has until November 17 to issue vetoes; the council would take up any vetoes on November 24.
