Follow-Up: Paraguay's Senate Removes President Peña With 44 Votes in Favour, Prosecutors Order His Arrest and Vice President Alliana Is Sworn In

Asunción — Paraguay's Senate voted 44 in favour on November 6 to remove President Santiago Peña through impeachment, and prosecutors immediately issued an arrest warrant for him; local outlet ABC reported that police arrested Peña the same day. Vice President Pedro Alliana was then sworn in as president.

Peña had announced his resignation on November 5, but both houses of Congress refused to close the case by accepting it, insisting on completing the impeachment process instead. The Senate's removal vote stripped Peña of the lifetime Senate seat and immunity he would otherwise have held as a former president, exposing him directly to criminal prosecution. Attorney General Emiliano Rolón has opened three criminal cases over the collapse of the digital bank ueno, covering regulators' supervision and resolution of the bank, the placement of public funds in it, and the conduct of officials at several state institutions.

Several outlets reported that Peña was placed under house arrest pending a prosecutorial decision on formal charges, with breach of trust among the lines of investigation; former central bank chief Carlos Carvallo was also ordered into custody, and eight ueno executives, including founder Miguel Vázquez and bank president Juan Manuel Gustale, had already been detained.

Ueno, Paraguay's largest digital bank, had around 3 million customers and administered roughly $850 million in public funds. The central bank put it into resolution this week over solvency breaches, depositors queued outside banks for days, and the crisis quickly became the biggest political storm of Peña's presidency since he took office in 2023. Peña once held shares in ueno's parent company, Grupo Vázquez, which he sold in March 2025; he denies any improper ties to the bank and says he will cooperate with investigators. (Source: Reuters)
