UN Warns 15.4 Million People in Sudan Urgently Need Shelter, With Funding for Only About a Tenth of Them

Geneva — The UN refugee agency UNHCR and the International Organization for Migration warned in a joint statement on November 6 that an estimated 15.4 million people across Sudan urgently need emergency shelter and basic household items, but that funding shortfalls mean humanitarian agencies can prioritise assistance for only about 10 per cent of those in need; so far, about 936,000 people have received assistance. Speaking at a UN briefing in Geneva, the agencies said the collective shelter response in Sudan requires $179 million this year and is only 35 per cent funded.
Sudan's civil war, which broke out in April 2023 between the Sudanese army and the paramilitary Rapid Support Forces, remains the world's largest displacement crisis more than three and a half years on: around 8.6 million people are displaced inside the country, more than 4.6 million have fled across borders, and some 5.2 million have returned to home areas where many found their houses destroyed and looted. UNHCR's deputy representative in Sudan, Abubakarr Jalloh, said three in four of those displaced inside Sudan are women and children.
Mohamed Refaat, the IOM's chief of mission in Sudan, speaking from Khartoum, said his agency had distributed 40,000 tonnes of supplies this year but its warehouses were now empty. He said the war had spread this year to a new front in Blue Nile state, where nearly 120,000 people have been displaced since January. Sudan's 2026 Humanitarian Needs and Response Plan requires $2.9 billion and is only 47 per cent funded.
The two agencies appealed for urgent additional international support, warning that millions of displaced people risk losing the emergency shelter they still have. GSM previously reported that Sudan accused Ethiopia earlier this month of providing a corridor for drone attacks on its territory. (Source: UNHCR)
