Three Maryland Cabinet Secretaries Depart on the Same Day: State, Public Safety and Veterans Chiefs Succeeded by Deputies as Interim Leaders

Maryland Governor Wes Moore announced cabinet leadership changes on November 6: Secretary of State Susan C. Lee, Secretary of Public Safety and Correctional Services Carolyn J. Scruggs, and Secretary of Veterans and Military Families Edward C. Rothstein all departed their roles the same day, with their deputies stepping in as interim leaders effective immediately. The announcement was made in Annapolis, Anne Arundel County, the state capital.
Lee departs for personal matters after 24 years of service as a cabinet member and state legislator; Deputy Secretary Michael Lore serves as interim secretary of state while a search for a permanent replacement gets under way.
Scruggs transitions after more than three decades with the public safety department; Deputy Secretary of Operations David C. Greene becomes interim secretary. Greene joined the department in 2006, served as a warden among other roles, and most recently led the rollout of body-worn cameras across 18 correctional facilities.
Rothstein, who joined the administration in August 2025, concludes his service; Deputy Secretary James "Jimmy" Anderson serves as acting secretary for veterans and military families. Moore thanked the three secretaries for decades of faithful service. Searches for permanent secretaries of state and public safety will follow, and the Governor's Office said all three interim appointments took effect November 6 with no gap in department operations.
