Brazil's New Doctors Must Pass a National Exam First: Lula Signs Enamed Law Tying Registration to Proficiency

Saturday, November 7, 2026 · World · GSM News

Brazilian President Luiz Inácio Lula da Silva on November 6 signed a law conditioning the professional registration of new doctors on passing the National Medical Training Assessment Examination (Enamed), a rule Brazilian media have dubbed the bar exam of medicine.

Under the new law, medical students must reach a minimum level of proficiency in three assessments, carried out at the end of the second, fourth and sixth years of their degree. Graduates who do not achieve the required performance will not be able to register to practise medicine. The law aims to use a single national assessment to assure the quality of medical training and the clinical readiness of new doctors.

The reform affects medical students and fresh graduates across Brazil. Attention will now turn to the exam's implementation rules, how each school's pass rates are published, and what retake arrangements are offered to students who fall short.
