France to Cap High School Classes at 28 Students: Disadvantaged Schools First in 2027, All Public Schools in 2028

Saturday, November 7, 2026 · World · GSM News

France plans to cap first-year general and technological high school classes at 28 students, starting in 2027 at disadvantaged schools before extending the limit to all public high schools in 2028, as the government responds to weeks of student protests over school funding, staffing and classroom conditions.

What began in late September as a dispute over education conditions has widened into a broader mobilisation. On November 5, France saw its largest day of demonstrations this autumn, with the Interior Ministry counting nearly 600,000 protesters and the CGT union estimating almost 1.6 million, pressing demands that also include higher pay and pensions and better public services.

Prime Minister Sébastien Lecornu has called unions and employers to a social conference at Matignon on November 9 on wages and purchasing power, with Labour Minister Jean-Pierre Farandou instructed to complete preliminary consultations by Sunday. Whether the class cap calms the campus protests, and what the wage talks produce, will be watched next week.
