Ukraine Finance Ministry Data: G7 Loans Backed by Frozen Russian Asset Revenues Reach $49.4 Billion in Two Years, Near the $50 Billion Cap

Saturday, November 7, 2026 · World · GSM News

TASS reported on November 7, citing data from Ukraine's Ministry of Finance, that the Group of Seven's Extraordinary Revenue Acceleration (ERA) programme has provided Ukraine with a cumulative $49.4 billion in loans since its launch, to be serviced from future revenues generated by frozen Russian sovereign assets. About $10.5 billion of that total has been disbursed since the start of 2026. The figures run through October 28.

The ERA mechanism was agreed by the G7 in October 2024: a loan package of about $50 billion for Ukraine, of which the United States undertook $20 billion and the European Union and other G7 members the rest, serviced with the proceeds of frozen Russian assets. After the war began, the West froze about $300 billion of Russian central bank assets, most of them held at Euroclear in Belgium; in December 2025 the EU froze some €210 billion of Russian assets indefinitely. The $49.4 billion cumulative figure means the $50 billion programme is now largely disbursed.

The ERA loans are separate from the EU's own support lending: on November 5 the European Commission disbursed €4.36 billion to Ukraine, comprising €3.7 billion in macro-financial assistance and €658 million for defence.

Kremlin spokesman Dmitry Peskov has said transferring revenues from frozen Russian assets to Kyiv is an unequivocal act of theft that violates international law, and Moscow has repeatedly said it will respond to any disposal of its assets abroad.
