Cambodia's Anti-Scam Briefing: 5,032 Charged, 23,760 Foreigners Deported, 18 Prince-Linked Casino Licences Revoked

Cambodia's government briefed foreign diplomatic missions and international organisations on November 6 on the latest progress of its nationwide campaign against telecom and online scam operations, releasing its first cumulative enforcement figures and disclosing action against casino licences linked to the Prince Group.
The briefing was hosted at the Foreign Ministry by Chhay Sinarith, minister and head of the secretariat of the commission combating technology-based scams. Official figures show that from July 1, 2025 to October 31, 2026, Cambodian authorities acted against 972 target locations; 5,032 suspects were charged and remanded in custody; 23,760 foreign nationals from 38 countries were deported; and more than $300 million in bank funds was frozen, with several hundred million dollars more in assets entering confiscation proceedings.
On casino licences, authorities have revoked 18 licences connected to the network of Prince Group founder Chen Zhi and Huang Jimau, and suspended 10 more. Cambodia said it is investigating in depth following U.S. sanctions on Prince-linked individuals and entities, and is cooperating with international law-enforcement bodies including the FBI and Interpol against transnational crime networks.
Chen Zhi was deported to China in January 2026. The U.S. Treasury expanded sanctions on the Prince network on November 5, and Karen Chen, a former director of a Chen-linked company, was arrested at Singapore's Changi Airport on November 5 and charged on November 6 with abetting falsification of accounts and attempted cheating — both covered by GSM on November 5. This report carries the Cambodian government's own cumulative figures, released for the first time.
