Five-Story Office Complex Approved for 130 W. College St in LA's Chinatown

LOS ANGELES, Calif. — A parking lot in Chinatown is set to become a large office complex: the Los Angeles City Planning Commission has approved the proposal for 130 W. College St, according to reports on October 30.
The site, near the Chinatown station between N. Spring and N. Main streets, just north of the Homeboy Industries campus, has served as an underused transit parking lot. The project would build a five-story office building with about 225,000 square feet of offices and roughly 8,200 square feet of ground-floor commercial space, plus a 440-car parking structure. London-based Grimshaw designed the building, whose massing steps back from Bruno Street.
The project is backed by the Riboli family, owners of San Antonio Winery, which filed the original application in 2023. It still requires a general plan amendment and zone change; the city's preliminary assessment estimates construction could finish in 2028 if approvals go smoothly.
Several other large mixed-use projects are in planning or construction across Chinatown, and local Chinese American merchants and residents will be watching the site's next steps as the neighborhood reshapes.
