Maryland Names Morgan State's Dr. Timothy Summers to State Open Data Council

BALTIMORE, Md. — Governor Wes Moore has appointed Dr. Timothy Summers, Morgan State University's vice president for information technology and chief information officer, as the academic member of Maryland's Council on Open Data, the university announced October 31.
The council guides the state's open data work, supporting government transparency, accountability and informed decision-making, including standards for how state data is published and used. The academic seat is intended to bring a university research and technology perspective to state data governance.
Summers joined Morgan State in March 2025 and has more than 20 years of experience across higher education, government and industry, serving as the university's resident technology expert. Morgan State has recently expanded its technology capacity, including work with Google's public sector arm toward a research-centered "smart" campus. The governor's office said the appointment will help make public information across Maryland easier to access, more useful and more secure.
