Rubio Meets Indo-Pacific Quad Foreign Ministers in Atlanta, Preparing for Manila Leaders' Summit Next Month

U.S. Secretary of State Marco Rubio met with the foreign ministers of India, Japan and Australia in Atlanta, Georgia, on October 31, 2026, for an Indo-Pacific Quad foreign ministers' meeting. The U.S. Department of State's official channel released a video of the meeting the same day.
Joining Rubio were Indian External Affairs Minister S. Jaishankar, Japanese Foreign Minister Toshimitsu Motegi and Australian Foreign Minister Penny Wong. The meeting was held on the sidelines of the Group of 20 (G20) foreign ministers' meeting in Atlanta on October 30-31 and began at 9 a.m. local time on Saturday. Before the trip, Wong said the four countries would advance practical cooperation in regional security, maritime security and economic strength so the Indo-Pacific can be peaceful, stable and prosperous.
The meeting prepares the ground for a Quad leaders' summit. According to Reuters, the leaders' summit is planned for Manila, the Philippines, next month alongside Association of Southeast Asian Nations (ASEAN) meetings on November 15-18; if held, it would be the first gathering of Quad leaders since 2024 and President Donald Trump's first Quad leaders' summit.
The Quad, comprising the United States, India, Japan and Australia, focuses on Indo-Pacific security, maritime cooperation and economic resilience. The Atlanta meeting came a week after Rubio's visit to India.
