San Diego County Outlines FY 2027-28 Housing Priorities: Build, Preserve and Rental Assistance

Monday, November 2, 2026 · California · GSM News

San Diego County's Housing and Community Development Services (HCDS), in San Diego County, California, presented its Fiscal Year 2027-28 Annual Plan Strategy to the Board of Supervisors on October 27, setting three priorities for federal housing funds: building and preserving affordable housing; expanding access to housing through rental assistance and move-in support; and increasing housing with supportive services, including permanent supportive housing and rapid rehousing.

The county said the strategy followed extensive outreach that reached more than 33,000 residents and stakeholders, with 207 community members providing direct input. Residents named high rent, limited affordable options and insufficient rental assistance as the region's top housing challenges; priority groups include families with children, extremely low-income households, seniors, people experiencing homelessness and people with disabilities.

The strategy guides how the county prioritizes four U.S. Department of Housing and Urban Development programs: the Community Development Block Grant, HOME Investment Partnerships, the Emergency Solutions Grant and Housing Opportunities for Persons with AIDS. Since 2017, the county says it has invested more than $343 million in affordable housing, creating over 3,900 new homes with nearly 2,200 more in development.

HCDS will return to the Board in spring 2027 with recommended projects and budget allocations. Engagement sessions were held in Spring Valley, Del Mar, Ramona, Fallbrook and Imperial Beach, plus two virtual meetings.
