U.S. Charges Two Chinese Nationals Accused of Running Myanmar Crypto Scam Compound Targeting Americans

Thursday, October 22, 2026 · Federal · GSM News

Washington — The U.S. Department of Justice announced on October 22 that a complaint unsealed in federal court in Washington charges two Chinese nationals, Huang Xing Shan and Jiang Wen Jie, with wire fraud conspiracy. The Justice Department says the pair managed cryptocurrency investment fraud operations at a compound known as Shunda Park near the village of Min Let Pan in Myanmar. Both men are in Thai custody, and the United States is seeking their extradition.

According to the complaint and the Justice Department, the Shunda compound operated from at least January 2025 until November 2025, when it was seized by the Karen National Liberation Army. The compound used scam websites and mobile applications disguised as legitimate investment platforms to defraud victims, including Americans. Workers at the compound included trafficked individuals held against their will and forced to defraud victims under threat of violence and torture.

The Justice Department says Huang Xing Shan served as a high-level manager and enforcer at Shunda and personally participated in the physical punishment of trafficked workers, while Jiang Wen Jie served as a team leader directly supervising workers who specifically targeted American victims. Under Jiang's supervision, one worker defrauded a single American victim of more than $3 million through a fraudulent investment platform, a theft the organization celebrated as a paradigm of success.

U.S. Attorney Jeanine Pirro said at a news conference in Washington that the type of scam perpetrated at the compound is among the fastest-growing and most financially devastating forms of cybercrime, costing Americans billions of dollars. An FBI agent's affidavit cited in the filing says agents reviewed thousands of electronic devices found at the compound and interviewed former workers; scammers also posed as law-enforcement or bank officials.

After the compound was seized, the two men relocated to another scam compound in Cambodia, the Justice Department says, and were arrested by Thai authorities earlier this year on immigration charges. They remain in Thai government custody, and it is unclear when they could be brought to the United States. The charges in a complaint are merely accusations, and the defendants are presumed innocent unless and until proven guilty.
