Detroit Renaissance Center $2.2 Billion Redevelopment Benefits Deal Nears Finish: Free Parking a Sticking Point, Vote Possible October 27

DETROIT, Michigan — Negotiations over a community benefits agreement for the $2.2 billion redevelopment of the Renaissance Center on Detroit's riverfront, in Wayne County, Michigan, are in their final stage. According to the Detroit Free Press, developers Bedrock and General Motors and the nine-member Neighborhood Advisory Council (NAC) did not finalize the agreement at their October 20 public meeting, pushing completion at least a week beyond the original schedule. NAC Chair Jamaine Dickens said a finalized text could be ready for a vote at the council's next public meeting on October 27; that vote is a recommendation only, and final approval must come from Detroit City Council.

Parking has been the longest-running sticking point: the NAC initially asked that Detroiters park free for the first three hours, Bedrock countered with 30 percent off, the NAC countered with 50 percent off, and Bedrock now says it is willing to give Detroiters the first 90 minutes free. Bedrock representative Jake Chidester said at the meeting that the deal is on track to be the largest community benefits agreement in Detroit's history.

The redevelopment would demolish two of the five original towers and convert the rest into 934 housing units, 858 hotel rooms and modern office space, alongside a 30-acre east riverfront public space. Of the total investment, about $1.6 billion covers the towers and about $624 million the riverfront. Dan Gilbert will donate $1 billion, announced on October 19 after the contribution was changed from equity to a philanthropic donation, and General Motors will contribute $250 million in equity. The developers are also seeking about $548 million in tax incentives over three decades; a City Council committee is set to take up the request on October 29, with a full council vote as soon as November 10.
