Tampa Rays Stadium Financing Advances: City Council Approves an $80 Million Bond Step; a Community Benefits Vote Is Set for October 29 and a County Vote for November 10

Tampa, Florida, in Hillsborough County — Financing for the Tampa Bay Rays' $2.3 billion new ballpark advanced in recent days as the Tampa City Council approved a step toward an $80 million bond contribution for public work around the stadium. The city money, up to $80 million paid out over four years, will fund roads, sidewalks, parking and other public work, structured essentially as a loan repaid through tax revenue generated by the ballpark project under a tax-increment financing arrangement.

More votes are scheduled. The council set a special meeting for October 29 to vote on a community benefits agreement required by the project, in which the Rays promise affordable housing, jobs for minorities and youth sports fields; city leaders must also vote to create a special taxing district and direct its revenue to the team. Hillsborough County commissioners will hold a hearing and vote on November 10 on whether to use sales taxes for the project, with a planned county outlay of $796 million; the Rays are responsible for the remaining stadium development costs and all overruns.

Mayor Jane Castor said she expects groundbreaking to take place within the next month and stressed the importance of keeping the momentum going. County Commissioner Harry Cohen said the deal is beyond the point of no return and that the coming votes implement what has already been decided. The Rays plan to open the stadium for Opening Day in 2029. Council member Luis Viera, a project supporter, resigns on November 2 to run for the state House, and the remaining members split 3-3 on the issue, so the choice of his replacement could spark a fight on the council.
