Mark Carney Sworn In as Canada's 24th Prime Minister, Unveiling a 23-Member Cabinet Amid the U.S. Tariff Fight

On March 14, 2025, at Rideau Hall in Ottawa, Canada's capital, Mark Carney was sworn in as Canada's 24th Prime Minister at a ceremony presided over by Governor General Mary Simon, alongside members of the 30th Canadian Ministry. The Prime Minister's Office released the full list of the new Cabinet the same day.

Earlier that day, Justin Trudeau formally resigned, ending more than nine years as prime minister — he had held the office since November 2015. Carney had won the Liberal Party leadership on March 9 with nearly 86 per cent of the vote. A former Governor of both the Bank of Canada and the Bank of England, he had never held elected office before becoming prime minister.

The new Cabinet consists of 23 ministers, 24 people in total including the Prime Minister, and was described by the Prime Minister's Office as a leaner, more focused team. Key appointments include Dominic LeBlanc, who moved from finance to become Minister of International Trade and Intergovernmental Affairs and President of the King's Privy Council for Canada; François-Philippe Champagne as Minister of Finance; Mélanie Joly, who stayed on as Minister of Foreign Affairs; Chrystia Freeland as Minister of Transport and Internal Trade; Bill Blair, who stayed on as Minister of National Defence; and Anita Anand as Minister of Innovation, Science and Industry.

"This team is built for immediate action and focused on protecting Canadian workers, supporting their families, and growing this great country," Carney said in the release. He added that the new government would change how things work so it can deliver for Canadians faster.

The priorities set out by the Prime Minister's Office include defending Canada's sovereignty in the face of unjustified trade actions by the United States, making Canada an energy superpower in both conventional and clean energy, creating new trade corridors with reliable partners, and building one Canadian economy — the strongest economy in the G7.

The swearing-in came amid strained Canada-U.S. relations, as U.S. President Donald Trump imposed tariffs on Canada and repeatedly suggested it should become the "51st state." At his first press conference as prime minister, Carney responded directly: "We will never, ever, in any way, shape or form, be part of the United States." (Source: Prime Minister of Canada)
