U.S. and Iran Agree in Rome to Enter Next Phase of Talks; Next Round to Be Held in Muscat

In Rome, Italy, Iranian Foreign Minister Abbas Araghchi and U.S. Presidential Envoy Steven Witkoff held a second round of talks on April 19, mediated by Omani Foreign Minister Said Badr. Oman's Foreign Ministry announced the same day that the two sides had agreed to enter the next phase of their discussions.
In its statement, the Omani ministry said the next phase aims to seal a fair, enduring and binding deal that will ensure Iran is completely free of nuclear weapons and sanctions, while maintaining its ability to develop nuclear energy for peaceful purposes. The ministry said it is only through dialogue and clear communication that a mutually credible agreement can be achieved for the benefit of all concerned regionally and internationally. The two sides also agreed that the next round of talks will take place in Muscat, the Omani capital, in the next few days.
Araghchi said after the meeting that the session lasted about four hours, was constructive and moving forward, and that the two sides had reached a better understanding on a number of principles and goals. He said the negotiations would enter the next stage, with expert-level technical talks to begin in Oman on April 23, and that he and Witkoff would meet again in Oman on April 26 to review the experts' work.
The Rome session followed the first round held in Muscat on April 12, after which the White House described the discussions as very positive and constructive and said the two sides had agreed to meet again a week later.
