Xi-Trump Summit Produces Eight-Point Consensus: Constructive Strategic Stability and $30 Billion in Reciprocal Tariff Cuts

Saturday, September 26, 2026 · World News · GSM News

On September 26, the Chinese government released the outcomes of the summit between the Chinese and U.S. heads of state in Washington. After President Xi Jinping and President Donald Trump held a roughly 90-minute closed-door meeting at the White House on September 24, the two sides reached an eight-point consensus. No joint statement was issued and no joint press conference was held.

The eight points are: (1) building a 'constructive strategic stability relationship between China and the United States based on respect, fairness and reciprocity'; (2) supporting each other's hosting of the APEC Economic Leaders' Meeting and the G20 Summit, with both leaders intending to attend the meetings hosted by the other side; (3) Iran should honor its commitment not to develop nuclear weapons, and no country or institution may levy transit fees on international waterways; (4) recalling that the two countries were allies in World War II; (5) on trade, recognizing the positive role of the bilateral economic consultation mechanism and the results achieved by the two trade teams — establishing and advancing mechanisms including a Board of Trade, reaching an arrangement of $30 billion in reciprocal tariff reductions, extending the outcomes of the economic and trade consultations held in Kuala Lumpur, and instructing the two teams to implement them; (6) on law enforcement and counternarcotics, the two countries' agencies jointly cracked multiple cases involving new psychoactive substances and precursor chemicals, arresting dozens of suspects in both countries; (7) agreeing to establish a China-U.S. dialogue on super intelligence, with the next dialogue in November, and a communication channel for SI-related incidents; and (8) the U.S. side welcoming the arrival of a pair of giant pandas loaned by China to Zoo Atlanta.

The Chinese release also said the two sides would sign a memorandum of understanding on strengthening crisis communication and prevention as soon as possible, and would continue searching for the remains of missing U.S. service members in China. According to the U.S. side, its tariff reductions would cover farm goods, lumber, cosmetics, small home appliances, toys and decorative items, and China agreed to import 10 million metric tons of U.S. coal in each of 2027 and 2028.

Chinese Foreign Minister Wang Yi told reporters after the visit that it 'further expanded the substance of the new positioning of China-U.S. relations,' with both sides making clear their commitment to respect, fairness and reciprocity, providing clearer strategic guidance for the two countries to find the right way to get along.

During the visit, the two couples also held a tea meeting and toured the U.S. National Archives together, and Xi delivered a toast at the September 24 welcome banquet reviewing the history of bilateral exchanges and noting the Mid-Autumn Festival. Earlier, Vice Premier He Lifeng's September 20 trade talks with Treasury Secretary Scott Bessent in New York, at which the two sides agreed to extend the trade truce to January 10, 2027, paved the way for the summit.
