Peru's Chamber of Deputies Grants the Government 90 Days of Legislative Powers on Security and El Nino, 66 to 34

LIMA - Peru's Chamber of Deputies voted late on October 6 to grant the Fujimori government 90 days of delegated legislative powers, allowing the executive to legislate by decree in two areas: citizen security and response to the El Nino phenomenon. The vote, at 11:15 p.m., was 66 in favour, 34 against and 24 abstentions. The text now goes to the Senate, whose approval is required for final ratification.

The day's process was turbulent. The session began at 10 a.m.; the majority text was initially rejected, then revived through a reconsideration pushed by a Renovacion Popular deputy and passed on a revote. Fuerza Popular had pushed a minority text expanding the delegation, while Juntos por el Peru wanted the whole request archived. The approved version cut the government's original ask from eight subject areas to two and from 120 days to 90.

The security package includes tightening immigration controls, blocking illicit communications from prisons and reforming the penitentiary system, covering crimes such as kidnapping, extortion, contract killings, cybercrime and illegal mining; the El Nino part provides tools to speed assistance to affected communities. The executive had filed the request about a month earlier, and Fujimori had publicly complained that deputies were testing her patience.

Chamber president Oscar Reto said the proposal will be sent to the Senate for analysis. Senate consideration proved contentious in the days that followed; the final shape of the delegation, and how fast the government uses it, will determine the real outcome of this executive-legislative tug of war and the direction of Peru's security policy over the next three months.
