EPA to Propose Second Part of Oil and Gas Rule Reconsideration, Estimating $45 Billion in Savings

Wednesday, October 7, 2026 · Federal · GSM News

Environmental Protection Agency (EPA) Administrator Lee Zeldin told the New Mexico Oil and Gas Association's annual meeting in Santa Fe on October 7 that the agency is within days of proposing the second part of its reconsideration of the Clean Air Act oil and gas rules (the OOOOb/c standards).

According to the EPA, the proposal will address compliance burdens on marginal wells, the third-party "super emitter" monitoring program, and requirements on associated gas and control equipment. The agency estimates its broader proposed changes to the prior administration's oil and gas regulations would save about $45 billion, and argues the super emitter program is ineffective and unnecessary under the Clean Air Act.

Zeldin told the industry executives in attendance that the proposal would be released once he signs it. Environmental groups criticized the rollback, saying it would allow more leaking, venting and flaring of methane.
