Rwanda and Senegal Sign 11 Cooperation Agreements in Kigali

Rwanda and Senegal signed 11 new cooperation agreements in Kigali on 7 October 2026. Rwanda's The Inspirer reported that the agreements were signed during the first session of the Rwanda-Senegal Joint Cooperation Commission by Foreign Minister Olivier Nduhungirehe and his Senegalese counterpart Cheikh Niang, who led discussions on strengthening bilateral relations across a range of sectors.
The agreements cover political consultations and exchanges, information and communication technology and innovation, tourism, youth, culture and arts, and sports. The two countries also signed arrangements on higher education and scientific research, and on standards and quality assurance, and agreed to strengthen legal cooperation, including extradition and the transfer of sentenced persons.
Rwanda and Senegal have long maintained close relations, supported by visits between their heads of state and senior officials. Earlier agreements include a cultural cooperation agreement from 1975, a general cooperation agreement from 2004, and a 2016 agreement establishing the permanent joint commission under which this first session was held; the two national broadcasters also have a cooperation agreement.
The following day, Minister Niang was received by President Paul Kagame at Village Urugwiro, where the two discussed further strengthening the countries' bilateral relations, according to the Office of the President as reported by The New Times. Implementation of the 11 agreements will be followed up by the two foreign ministries.
