Central Bank Presents Stability Statement: Pension Contributions Up 51.7%, 48-Hour Farm Loan Pilot Launched

National Bank of Rwanda Governor Soraya Hakuziyaremye presented the Monetary Policy and Financial Stability Statement to stakeholders on 8 October 2026. KT Press, Igihe and other Rwandan outlets reported that day that pension contributions rose 51.7 per cent to Rwf457 billion in the year to June 2026, while financial-sector fraud cases fell 30 per cent year on year in the second quarter, to 2,879 cases involving Rwf471 million, although recovery of lost funds remained low.

A second initiative announced the same day targets rural finance: Rwanda is piloting a digital agriculture lending platform designed to cut the time smallholder farmers wait for loans from the current five to seven weeks to less than 48 hours. The platform is being developed by the central bank with the Rwanda Information Society Authority, the agriculture and local government ministries, and support from Access to Finance Rwanda.

The central bank also said it is working with financial institutions to resolve delays and failures affecting transfers on the newly launched eKash payment platform, whose rejection rate had fallen below 2 per cent by September. It said fixing payment failures matters for public confidence in digital payments.

The stability statement, published twice a year, is the central bank's main monetary policy communication. Its figures on pensions, digital payments and agricultural credit correspond to three policy agendas under way in Rwanda: pension reform, the digital economy and farm finance.
