Vietnam's Prime Minister Makes First Cambodia Visit as Six Agreements Are Exchanged in Phnom Penh

Friday, October 9, 2026 · World News · GSM News

Cambodian Prime Minister Hun Manet and visiting Vietnamese Prime Minister Le Minh Hung witnessed the exchange of six cooperation documents at the Peace Palace in Phnom Penh on October 9. It was Le Minh Hung's first official visit to Cambodia as head of government. Agence Kampuchea Presse listed agreements spanning trade, security and infrastructure.

Two documents concern trade directly. A trade arrangement for 2027 and 2028 renews the current framework and keeps trade preferences in place, covering Cambodian rice and unprocessed tobacco leaf entering Vietnam on special terms, though the volumes have not been published. The two sides also agreed to a new bilateral trade committee mechanism.

In their talks, the two prime ministers reaffirmed the goal of raising bilateral trade to $20 billion and pledged closer coordination on border management and security, including action against transnational crime, high-tech crime and online scams, under the principle that neither country will allow any force to use its territory against the other.

They also agreed to strengthen local-to-local links, especially among border provinces, speed up infrastructure, trade and logistics connectivity, and jointly organise the Vietnam-Cambodia Friendship Year 2027, marking 60 years of diplomatic ties on June 24, 2027. For Chinese and ethnic Vietnamese trading families along the border, the trade and security clauses shape everyday business.

Le Minh Hung's visit ran for two days through October 10 and also included royal audiences and courtesy calls on Senate President Hun Sen and the National Assembly leadership. The two sides also discussed shifting cooperation from traditional trade toward investment, production and deeper processing.
