Finance Minister Sets Out Debt Servicing Approach as Agriculture's GDP Share Falls to 20.3%

Friday, October 9, 2026 · World News · GSM News

Finance Minister Yusuf Murangwa set out the government's approach to debt servicing on 9 October 2026. The New Times reported that the government plans to finance its repayments by investing borrowed funds in areas that expand the economy and generate the resources to service loans when they fall due, with concessional borrowing directed to investments that make the economy more productive before repayment begins.

Figures reported the same day showed the changing structure of Rwanda's economy: agriculture's share of GDP declined from 25.6 per cent in 2017 to 20.3 per cent in 2025, as industry and services expanded faster. The figures were presented by Prime Minister Justin Nsengiyumva in his briefing to Parliament; agriculture remains Rwanda's largest employer, and its falling share reflects faster growth elsewhere rather than contraction of farming itself.

Debt sustainability is a shared fiscal debate across Africa. Rwanda's public investment has long relied on concessional external finance, and the minister's statement emphasised covering repayments from investment returns, with education, health and major infrastructure at the centre of borrowing plans. The results will be visible in future budgets and debt data.

Other economic news that day included a planned Rwanda Development Board platform for businesses to report obstacles in public services, and National Land Authority figures showing more than 364,000 land boundary corrections recorded since 2020, arising from discrepancies in the original land registration.
