Transportation Department Obligates $550 Million for S-Line Rail Between Raleigh and Richmond

Friday, October 16, 2026 · Federal · GSM News

Raleigh, North Carolina — The U.S. Department of Transportation's Federal Railroad Administration (FRA) announced in Raleigh on October 15 that the federal government has obligated $550 million in Federal-State Partnership funding to advance the S-Line passenger rail program between Raleigh, North Carolina, and Richmond, Virginia. North Carolina Governor Josh Stein and state Transportation Secretary Daniel Johnson joined FRA officials for the announcement.

The Transportation Department said the money will pay for critical repairs and upgrades on existing track, with plans for additional funds to follow depending on project progress. When complete, the line is expected to cut Raleigh-to-Richmond travel time by up to 90 minutes, allow more passenger and freight trips each day, and improve reliability.

FRA Administrator David Fink joined state and local officials the same day to view construction at the Durant Road grade separation project, a key segment of the future S-Line corridor where bridge work is entering its final stages. The North Carolina Department of Transportation expects the bridge to be finished in November 2026, with final restoration work concluding in July 2028. The project will eliminate the existing at-grade crossing.

The department also noted that a separate $300 million from Transportation Secretary Sean Duffy's $5.3 billion nationwide rail grant package will fund the Piedmont Corridor Safety Program between Raleigh and Charlotte, closing nine at-grade crossings, building five grade separations, and improving trespassing prevention along the corridor.
