Chinese Visa Holders Post Revocation Notices as State Department Task Force Revokes 700+ Visas
WASHINGTON — Several Chinese visa holders have recently posted U.S. State Department revocation notices on social media: visas still within their validity period were abruptly cancelled, and a traveler finishing a short trip back to China was denied boarding on the flight back to the United States. The latest backdrop to these cases came on October 16, when The Daily Signal reported that the State Department's Birth Tourism Prevention Task Force, set up in August, has revoked more than 700 visas held by Chinese nationals — the most directly China-focused line in the current wave of mass revocations.
According to the report, the task force is charged with identifying birth tourism cases, revoking the visas of those who engage in or facilitate it, and dismantling the networks that profit from it. "The Chinese birth tourism industry should not be allowed to profit from the privileges of American citizenship while undermining the integrity of our immigration laws," a State Department spokesperson told The Daily Signal. The spokesperson said the task force's largest crackdown has targeted Chinese passport holders accused of using the immigration system to obtain U.S. citizenship for their children. The report noted that more than 107 Chinese-owned surrogacy agencies operate in Southern California alone, and cited Senate testimony by investigative journalist Peter Schweizer estimating that conventional birth tourism results in 50,000 to 100,000 U.S. births to Chinese nationals each year.
GSM reported on October 8 that a State Department cable had ordered a retroactive review of birth-tourism visa records dating back to 2020, with suspected cases to be reported to the task force; by the end of September, birth-tourism-related revocations had topped 2,300 in total. The newly disclosed 700-plus figure is the number of revocations directed at Chinese nationals by the task force itself since its creation.
Across all categories, State Department spokesperson Tommy Pigott announced on September 30 that more than 250,000 visas have been revoked since President Trump returned to the White House in January 2025, calling it a "historic milestone" and saying: "Every visa decision is a national security decision... A U.S. visa is a privilege, not a right — and if you violate the terms of that privilege, you will lose it." The department's stated grounds include violating visa terms, crimes, fraud, abuse of the immigration system and national-security risks. The cumulative total passed 100,000 in January, 175,000 in August and 250,000 at the end of September.
Separately, the Associated Press reported in August that the State Department is coordinating with the Department of Homeland Security to revoke B1 and B2 business and tourist visas issued between 2016 and 2026 whose holders later applied for asylum — as many as 200,000 visas, in what would be the largest single mass revocation in U.S. history. Pigott told AP the revocations would be done on a rolling basis and the number would remain dynamic. AP noted the revocations would not necessarily result in immediate deportation: most people with pending asylum cases would be recategorized but would lose their status as business or tourist visitors. The plan has not been finalized and is expected to face legal challenges.
The legal basis for revocation is Section 221(i) of the Immigration and Nationality Act, under which the Secretary of State may revoke an issued visa at any time, in his discretion, with extremely limited judicial review. The department runs "continuous vetting" on visa holders, checking them on an ongoing basis against criminal, immigration and intelligence databases, so a visa can be revoked years after it was issued. In practice, consular posts typically notify holders by email — sent to the address given on the DS-160 application form — citing Section 221(i). A revocation takes effect once it is entered in the department's system: for a holder outside the United States it is effective immediately, and airlines checking the system at check-in will see the visa as revoked and deny boarding; for a holder inside the United States, the revocation takes effect upon departure, and the revoked visa cannot be used to return — a new visa application is required. Revocation of the visa itself does not automatically end the holder's status inside the United States; the most direct impact falls on departure and return travel.
