China's Foreign Ministry Responds to U.S. Plan to Add Biotechnology to Investment Curbs on China

Friday, October 23, 2026 · World · GSM News

Chinese Foreign Ministry spokesperson Mao Ning responded on October 23 to a question about the U.S. Treasury Department's proposal to expand investment restrictions targeting China, at the ministry's regular press conference.

A Reuters reporter noted that the U.S. Treasury has proposed adding biotechnology as a new category of "prohibited technology" under the U.S. Outbound Investment Security Program, a move that could restrict U.S. investment in Chinese biotechnology companies.

Mao said that taking discriminatory measures targeting specific countries, or putting restrictions on economic, trade and investment activities by overstretching the concept of national security, serves no one's interest. The U.S. should abide by the principles of the market economy, stop disrupting normal business cooperation, and help keep global industrial and supply chains stable through concrete actions. China will closely follow relevant developments and take necessary measures to safeguard its legitimate and lawful rights and interests, she said.

The Treasury Department had earlier put forward a draft rule on outbound investment screening that would add biotechnology as a prohibited technology area, which GSM reported on October 22; the ministry's remarks are China's formal response to the proposal.
