Follow-Up: China's Commerce Ministry Urges US to Halt Proposed Expansion of Outbound Investment Curbs

Saturday, October 24, 2026 · World · GSM News

China's Ministry of Commerce issued a statement on Saturday, October 24, urging the United States to stop expanding restrictions on American investments in China, saying a proposed US rule on sensitive technologies would disrupt bilateral trade ties.

The US Treasury Department on Thursday issued proposals to update its outbound-investment security programme, adding biotechnology to the restricted sectors and expanding coverage of high-performance computing and hypersonic systems. The commerce ministry said in its statement that the proposal discriminatorily widened China-related investment restrictions and intensified curbs. It said Beijing firmly opposed the proposal and reserved the right to take countermeasures. The statement also said the proposal would damage bilateral economic ties and ran counter to the consensus reached by the two countries' presidents, who have met twice in the past six months.

The US programme had already restricted certain US investments involving China in semiconductors, quantum technologies and super intelligence. The Treasury has said the measures, which do not only cover China, are intended to stop US capital from supporting foreign adversaries' development of dual-use strategic technologies that could threaten US national security.

On October 23, China's Ministry of Foreign Affairs had already responded to the proposal to add biotechnology to the China-related investment restrictions, saying that overstretching the concept of national security benefits no one. The commerce ministry's statement is the second response by a Chinese government department to the same proposed rule.
