China Releases Position Paper on Strengthening Outer Space Governance With TenPoint Proposals, Opposing Weaponization of Space

BEIJING — Xinhua News Agency on October 23 published the full text of China's position paper on strengthening outer space governance. The document lays out ten propositions: openness and sharing, respect for the rights of all countries, observance of international rule of law, promotion of innovative development, safeguarding common security, prevention of armed conflict, reduction of misperception and miscalculation, regulation of commercial space activities, deepening of international cooperation, and advancement of global governance.
The paper explicitly opposes the weaponization and battlefieldization of outer space, opposes the abuse of domestic law by any one country to obstruct other countries' space activities or impose unilateral sanctions, and calls for upholding the United Nations' central role in the global governance of outer space and promoting the long-term sustainability of space activities. Notably, the Chinese Embassy in the United States featured the document as the top item in its news section the same day, signaling Beijing's use of diplomatic channels to present the position to the international community.
The release comes as global commercial launch cadence keeps climbing, with space traffic management and debris mitigation emerging as focal points on the multilateral agenda. (GSM, from Xinhua)
