Follow-Up: DHS Names 10 Noncitizens Arrested by HSI and FBI in North Carolina Illegal-Voting Case, Nine of Them Green Card Holders

The U.S. Department of Homeland Security (DHS) issued a statement on October 23 releasing the full list of 10 noncitizens arrested in North Carolina by Homeland Security Investigations (HSI) and the Federal Bureau of Investigation (FBI). All 10 are charged with illegally voting in federal elections and falsely claiming U.S. citizenship in order to register or vote; nine are lawful permanent residents and one is an illegal alien. Federal agents carried out the arrests on October 14-15. As GSM previously reported, the 10 Eastern District of North Carolina defendants form part of the Justice Department's October 16 announcement of election-crime charges against 16 noncitizens across North Carolina, New York and Idaho; the DHS statement adds the arrest details and each defendant's alleged voting history.
According to prosecutors, the defendants are: Edduard Omar Majano Sosa, 22, an illegal alien from El Salvador, charged with falsely claiming citizenship and voting by an alien; he allegedly registered in 2024 and voted in the 2024 general election, and was in possession of a firearm when arrested, facing additional firearm-related charges. Ramona Abreu-Exia, 71, a German national and lawful permanent resident who registered in 2004, allegedly voted in eight general elections between 2004 and 2024 as well as the 2008 primary. Gjina Gojcaj McDonald, 60, a lawful permanent resident and national of the former Yugoslavia who registered in 2008, allegedly voted in seven general elections plus the 2019 special election and the 2012 primary. Karl Paul Fout, 73, a German national and lawful permanent resident who registered in 2008, allegedly voted in seven general elections from 2008 through 2024. Robert Harold Corbett, 69, a Canadian national and lawful permanent resident who registered in 1998, allegedly voted in six general elections. Lawton Caswell Broomfield E McKenzie, 46, a Jamaican national and lawful permanent resident, allegedly voted in the 2012, 2020 and 2024 general elections. Mervin Sylvester Bogle, 60, a Jamaican national and lawful permanent resident charged with falsely claiming citizenship, allegedly voted in the 2008 and 2012 general elections and cast a ballot in the 2024 general election. Ludgardys Olena Matthews, 62, a Panamanian national and lawful permanent resident, allegedly voted in the 2018, 2020 and 2024 general elections plus the 2020 primary. James Edward Herrmann, 47, a German national and lawful permanent resident, allegedly voted in the 2020 and 2024 general elections. Lionel Paul, 62, a Haitian national and lawful permanent resident, registered in 2024 and allegedly voted in the 2024 general election.
"Our message to aliens who vote in American elections is clear: we will find you, arrest you, and you will face the consequences, including criminal charges and deportation," said Secretary of Homeland Security Markwayne Mullin in the statement. "Under President Trump's leadership, this administration will never allow the votes of American citizens to be cancelled out by non-citizens illegally voting in our elections. Only American citizens should be electing American leaders."
"The right to vote is one of American citizens' most fundamental rights, and protecting our elections' integrity is a responsibility we take seriously," said acting ICE Director David J. Venturella. "When people illegally cast ballots, they undermine the law and the trust Americans place in our democratic process. These arrests send the message that election laws are not optional, and those who violate them will be held accountable."
"There is no more important right a citizen possesses above the right to vote," said Ellis Boyle, U.S. Attorney for the Eastern District of North Carolina. "Every non-citizen who chooses to illegally vote subverts our constitutional republic, actively canceling out the vote of a law-abiding citizen. These indictments should serve as a stark warning to anyone contemplating voting illegally in our 2026 election: we are watching, we will find you if you do it, and we will prosecute you." Reid Davis, the FBI's Special Agent in Charge in North Carolina, said: "The integrity of federal elections is essential to the health of our democracy. Any violation erodes public trust and dilutes valid votes. When any aspect of our democratic process is threatened, the FBI will act decisively to defend it."
Under federal law, falsely claiming U.S. citizenship to vote carries a maximum sentence of five years in prison. Prosecutors stressed that an indictment is merely an accusation and that all defendants are presumed innocent until proven guilty. The cases were investigated by HSI and the FBI and are being prosecuted by the U.S. Attorney's Office for the Eastern District of North Carolina.
