Construction Underway on Starlight Palms, a 298-Unit Affordable Housing Community in Palm Desert

PALM DESERT, Calif. — Affordable housing developer Affirmed Housing announced on October 28 that construction is underway on Starlight Palms, a 298-unit affordable housing community in Palm Desert, Riverside County, California. The project occupies a 7.74-acre site at the northwest corner of Frank Sinatra Drive and Cook Street and is expected to be completed in February 2028, serving low-income individuals and families.

Designed by SVA Architects, Starlight Palms will feature seven three- and four-story residential buildings in a contemporary Spanish style, plus a central community building. Apartments range from studios to four bedrooms for households earning between 30 and 70 percent of the area median income (AMI), with three additional units reserved for on-site managers. Depending on unit and household size, eligible incomes run roughly from $26,850 to $100,000 a year.

Affirmed Housing President Jimmy Silverwood said the project will bring much-needed affordable housing to a growing area of Riverside County. Partners and financing participants include Bank of America, Deutsche Bank, the California Municipal Finance Authority, Lument, the Housing Authority of the County of Riverside, the California Debt Limit Allocation Committee and the California Tax Credit Allocation Committee.

Palm Desert, in the Coachella Valley, is one of Southern California's pricier resort cities, and housing costs weigh heavily on service-sector workers. The nearly 300 affordable homes are seen locally as a step toward easing that strain.
