WASHINGTON — The U.S. Department of Homeland Security (DHS) said in a statement on October 28 that U.S. Immigration and Customs Enforcement (ICE) has arrested dozens of individuals in connection with alleged voter fraud and election-related offenses across the United States, including numerous cases of aliens admitting to unlawfully registering to vote or casting ballots in American elections. The federal government is investigating the alleged violations of U.S. election laws.

"The patriots of ICE have arrested dozens of non-citizens who illegally voted in American elections," said DHS Secretary Markwayne Mullin. "Some of them have criminal histories that include assault with a dangerous weapon, domestic violence, drug trafficking, burglary, and driving under the influence. The Trump Administration will not allow illegal aliens to steal the votes of hardworking American citizens. American elections are for Americans only."

DHS released 13 examples from its ongoing investigations and arrests: Juan Carlos Matute-Hernandez of Honduras, alleged to have illegally voted in the 2026 election; Aden Hassan Aden of Somalia, alleged to have illegally voted in the 2020 election, with convictions for domestic violence, drug possession and larceny; Arturo Salazar Garcia of Mexico, alleged to have illegally voted in 2024; Jaimie Sosa-Sardina of Cuba, alleged to have illegally voted in 2024, with convictions for selling cocaine, battery and resisting an officer; Marva Marie Cook of Germany, alleged to have illegally voted in 2022, with a larceny conviction; Braulio Osiel Zapata Perez of Nicaragua, alleged to have illegally voted in 2024, with a DUI arrest; Mai Tran of Vietnam, alleged to have illegally voted in 2024, with convictions for fraud, numerous drug possession charges, selling cocaine, burglary, larceny and illegal use of credit cards; and Jose Luis Matute Chaviel of Venezuela, alleged to have illegally voted in 2024, with charges for DUI and cocaine possession.

The remaining examples are Phath Vorn of Cambodia, alleged to have illegally voted in the 1992 election, with convictions for assault with intent to murder, assault with a dangerous weapon and possession of a weapon; Axel Bemjarmin Alarcon Duarte of Guatemala, alleged to have illegally voted in 2024; Darwin Yoel Zelaya-Orellana of Honduras, alleged to have illegally voted in the 2026 election, with a third-degree sex offense conviction; Servando Alejandro-Torres of Mexico, alleged to have illegally voted in 2024; and Jairo Ivan Vazquez Montano of Mexico, alleged to have illegally voted in 2022, with arrests for kidnapping and DUI.

DHS said the arrests are part of the Trump Administration's broader focus on stopping noncitizens from voting in American elections. In October, Homeland Security Investigations (HSI) arrested five noncitizens charged with illegally voting in Florida, along with additional arrests in New Jersey, Missouri and Pennsylvania; in September, Secretary Mullin and Attorney General Todd Blanche announced federal indictments against ten noncitizens for illegally voting in Minnesota. Recent election-integrity measures include the Cybersecurity and Infrastructure Security Agency's (CISA) 2026 Election Infrastructure Security Plan, Federal Emergency Management Agency (FEMA) election-integrity requirements for grant recipients, and a DHS directive for stricter penalties, including deportation, for noncitizens who illegally vote.
