Follow-Up: ICE Releases New Round of Voter Fraud Crackdown Cases: 17 Cases Involving Illegal Registration and Voting, Dating Back to 2004

Washington — U.S. Immigration and Customs Enforcement (ICE) on October 30 published a new round of cases in its nationwide voter fraud crackdown on its official website. ICE said it announced on Oct. 28 another round of arrests in connection with alleged voter fraud and election-related offenses, including numerous cases of noncitizens admitting to unlawfully registering to vote and casting ballots in American elections, as part of a larger governmentwide crackdown on illegal voting.
"Secure elections protect our nation's sovereignty and Americans' sacred right to vote," said ICE Public Affairs Assistant Director Micah Bock. "We have uncovered hundreds of cases of election fraud and the extent of this problem continues to expand. Each vote by a criminal illegal alien cancels out a vote of an American citizen." ICE said President Trump, Secretary Mullin and acting ICE Director David J. Venturella are committed to fixing the immigration policies that enabled the problem.
The 17 cases include Jose Zapete-Quinonez, a Guatemalan national who illegally entered the country and has a final order of removal, who illegally voted in an election in 2021; Puja Bagga, a lawful permanent resident from India, who unlawfully registered to vote and illegally voted three times, in a local election in 2015 and in state elections in 2022 and 2024; Christian Lawrence, of Liberia, convicted in 2013 for failure to register as a sex offender and charged with failure to appear in court, who illegally voted in 2012 and 2016; Lawrence Cole, of Jamaica, convicted of a felony for selling drugs during the Clinton administration, who illegally voted in the 2004 and 2008 general elections and the 2008 presidential primary; and Lise Johnson, of Canada, arrested for felony voter fraud, who voted in an election in 2022.
The remaining cases include Vladislav Vaska, of Russia, a lawful permanent resident arrested for illegally voting in the 2024 election; Carlos Javier Alamo-Sorino, of Cuba, currently in custody, convicted of sexual assault and another sexual offense, robbery, larceny and harassing communication, who admitted to illegally voting in an election; Ramiro Daniel Cuarezma Aleman, of Nicaragua, an illegal alien in custody who voted in the 2024 election; Joshua Edzie, of Ghana, a lawful permanent resident who voted in elections in November 2024 and August 2025; Cliff Medgy Sanon, a citizen of Haiti convicted of receiving stolen property, who has a final order of removal and voted in the 2022 election; and Karl Stephen Branzon Pau, a citizen of the Philippines, who has been in the U.S. illegally for 22 years, overstayed his term of admission and voted in the 2024 election.
The list also includes Mariana Alexandra Dewey, a lawful permanent resident from Peru, who voted in the 2024 election and has been convicted of disorderly election conduct; Gabriel Mendoza Vicente, a criminal illegal alien from Guatemala convicted of a licensing violation and reckless driving under the influence, who voted in the 2024 election; Anthony Tyrone Higgs, a lawful permanent resident originally from the Bahamas who illegally voted in a 2020 election and whose convictions include armed robbery with a deadly weapon, grand larceny, domestic violence, simple assault and resisting arrest; Omar Ponce-Juarez, an illegal alien from Mexico with no legal basis to remain in the United States, who illegally voted in a 2022 election; Julio De La Rosa, a criminal illegal alien from Mexico with a final order of removal who illegally voted in the 2020 election and has been convicted of strangulation, assault, violation of a court order and a probation violation; and Gerardo Nieves-Borja, a criminal illegal alien from Mexico who illegally voted in the 2024 election and has been charged with DUI.
ICE said crimes, including voter fraud, can be reported by calling (866) DHS-2-ICE (866-347-2423) or by completing its online tip form. ICE said the 17 cases are only some of its ongoing investigations and arrests.
