Los Angeles, California: City Reaches Tentative Deal With County to Directly Place Unhoused Angelenos Into City-Funded Housing

Los Angeles Mayor Karen Bass announced on October 27 that the City of Los Angeles, in Los Angeles County, California, has reached a tentative agreement with Los Angeles County under which the city will directly administer placement of unhoused people into permanent supportive and affordable housing funded by the city. Under the current system, about 91 percent of city-funded housing units offered to unhoused people are assigned to households from across the county, with no preference for Angelenos.
A motion by Councilmember Ysabel Jurado directs the City Administrative Officer to draft a binding agreement setting out how the Homeless Management Information System (HMIS) and the Coordinated Entry System (CES) will transition under the Los Angeles Continuum of Care (LACOC), the framework covering the county's 85 cities and the county government.
Bass said Los Angeles has built more than 10,000 affordable homes in four years, with about 50,000 more in the pipeline, and that placement rules must keep pace with that supply. City-funded housing, she said, should first serve people living on the streets of Los Angeles.
Council President Marqueece Harris-Dawson and Councilmembers Imelda Padilla and Tim McOsker voiced support for the new direction in statements, saying a more direct city-county link can shorten the time unhoused residents wait for placement.
The city also released updated figures for its Inside Safe program, which has brought more than 6,200 people indoors through roughly 150 encampment operations, and for its street medicine teams, which have logged more than 20,000 patient visits in under two years.
The city said the formal agreement is still being drafted and will require approval by both the City Council and the County Board of Supervisors before taking effect.
