Follow-up: China's Commerce Ministry Opposes FCC Test Lab Rules on October 30, Vows Countermeasures If U.S. Persists

China's commerce ministry said on Friday that it firmly opposes the U.S. Federal Communications Commission's vote to bar all Chinese labs from testing electronic devices for use in the United States, Reuters reported on October 30, warning it would take necessary countermeasures if the U.S. side persists in acting unilaterally.
The ministry said China had previously proposed negotiating a bilateral mutual-recognition agreement, but the U.S. side's attitude had been extremely passive and negative. China remains open to resolving the issue through consultation, and urges the U.S. to immediately revoke the relevant measures, according to the statement.
The background: on October 29 the FCC voted to adopt reciprocity rules for device test labs, prohibiting test labs and certification bodies in countries including China that deny reciprocal treatment to U.S.-based test labs. FCC Chair Brendan Carr said 82 percent of electronics were tested in China in 2025, and that China does not have an agreement with the United States. The prohibitions are slated to take effect in December 2028.
Under the rules, labs and certification bodies in non-reciprocal countries will progressively lose the ability to test devices such as smartphones, cameras and computers for the U.S. market, and manufacturers will need to use labs in the United States or in economies with mutual-recognition arrangements with the U.S.
