Austin Proposes Data Center Rule Timetable: Business Rules on December 3, Zoning Changes in Spring 2027

City staff in Austin, Travis County, Texas, are proposing a two-stage timetable for data center regulation: the City Council would consider business rules for data centers, and possibly a Land Development Code definition, on December 3, with land-use and zoning changes slated for April or May 2027.
The timetable appears in an October 28 memorandum from staff to the mayor and council, responding to an August 27 council resolution. Staff said definitions would be based on size, function and infrastructure needs, including how to address incremental development.
Austin Energy had received 13 capacity inquiries for potential data centers seeking at least 20 megawatts as of September 30, but none was ready to sign a Facilities Extension Agreement. Staff cautioned that many inquiries are speculative and some sites lie outside Austin's city limits, so the inquiries do not represent 13 approved construction projects. Austin Water is separately developing a framework for high-impact water users, including conservation plans, budgets and reporting requirements. The schedule is a proposal, not an adoption of new restrictions.
