Philippines: PAGASA Says Severe Tropical Storm In-Fa Will Not Enter Its Area as Northeast Monsoon Brings Rain to Northern Luzon

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said in its 5 a.m. forecast on November 3 that Severe Tropical Storm In-Fa was located at 3 a.m. some 1,870 kilometres east of Extreme Northern Luzon, packing maximum sustained winds of 110 kilometres per hour and gusts of up to 135 kph, moving west-northwest at 10 kph. The storm is not expected to enter the Philippine Area of Responsibility or directly affect any part of the country.
PAGASA weather specialist Veronica C. Torres said In-Fa may continue moving west-northwest over the next 12 hours before turning north and then northeast, away from the Philippines. No gale warning is in effect over any of the country's seaboards.
Meanwhile, the northeast monsoon, locally known as amihan, is affecting Northern Luzon: the Ilocos Region, Cordillera Administrative Region and Cagayan Valley will see cloudy skies with isolated light rains, with no significant impact expected. Metro Manila and the rest of the country will have generally fair and hot weather with chances of localised thunderstorms in the afternoon and evening, and PAGASA forecast danger-level heat index in 16 areas, with 43 degrees Celsius the highest expected.
