Vietnam: Average Retail Electricity Price Cut 2 Percent and Gasoline Excise Set to Zero From November 1

Tuesday, November 3, 2026 · World · GSM News

Vietnam put two energy cost-relief measures into effect on November 1: state utility Electricity of Vietnam (EVN) cut the average retail electricity price by 2 percent, to 2,159.9037 dong per kilowatt-hour excluding value-added tax, and government Resolution 45/2026/NQ-CP set the special consumption tax on gasoline at 0 percent from November 1, 2026 through March 31, 2027, with the government able to consider shortening or extending the period if economic or energy-market conditions warrant. Both decisions were issued in official notices on October 31.

The electricity figure is an average benchmark across customer categories, not a promise that every bill falls by exactly 2 percent, and the zero gasoline tax does not remove other taxes or cost components in pump prices. Official announcements the same day lowered widely used gasoline grades effective November 1, by 1,804 dong per litre for E5 RON92 and 1,575 dong per litre for E10 RON95-III.

Both measures stem from an October 27 meeting of the price management steering committee chaired by Deputy Prime Minister Nguyen Van Thang. The electricity decision was signed by Deputy Minister of Industry and Trade Truong Thanh Hoai, and the tax resolution by Nguyen Van Thang on behalf of Prime Minister Le Minh Hung, as the government moves to contain inflation and support economic activity.
