Valero to Acquire Houston Refining Site for $320.5 Million, Plans Restart of 165,000 Barrels Per Day

U.S. independent refiner Valero Energy Corporation announced on November 3 that it has agreed to acquire all of the equity interests in LYB Houston Hub Holdings LLC from LyondellBasell Industries for $320.5 million. The deal involves a refining site in Houston, Harris County, Texas, and will be carried out through Valero's wholly owned subsidiary, Valero Refining-Texas, L.P. The acquired company indirectly holds an interest in a 700-acre facility adjacent to Valero's existing Houston refinery, on a site that previously hosted petroleum refining operations.
Valero said it plans initially to restart about 165,000 barrels per day of light sweet crude processing capacity by the end of 2027, integrate the asset with its existing Houston refinery, and later invest in heavy sour crude processing capability. The company said the acquisition will expand its refining footprint on the U.S. Gulf Coast, already a key hub of its network. Once the deal closes, refining capacity and jobs in the Houston area are expected to receive a boost, with integration work proceeding in phases.
Houston is one of the centers of the U.S. energy industry, and refining and petrochemicals weigh heavily in the local economy. Valero's purchase comes as the U.S. refining industry restructures capacity, and restoring light sweet crude capacity is seen as an important step in meeting market demand. The company has not announced an expected closing date or a detailed integration timetable, but said the restart will proceed steadily in line with regulatory requirements and market conditions, with more details to follow.
