Wyoming Supreme Court Lets Pronghorn Hydrogen Wind Project Move Forward to Industrial Siting Review

Tuesday, November 3, 2026 · States · GSM News

Glenrock, Converse County, Wyoming — The Wyoming Supreme Court ruled on November 3 that the Pronghorn H2 wind project near Glenrock can move forward. The court held that the State Board of Land Commissioners' approval of the project's wind lease south of Glenrock is valid, allowing the project to proceed to the Industrial Siting Council's permitting process.

The ruling reversed Douglas District Court Judge F. Scott Peasley's earlier decision vacating the lease, with no justice dissenting. The court also found that neighboring landowner Stephens Land & Livestock had standing to sue, though that did not change the outcome allowing the project to proceed.

The industrial siting process can take several years, during which other concerns raised by the plaintiffs may still be addressed. The plaintiffs may seek a rehearing within 15 days, though such requests are rarely granted. The project is one of the large wind and hydrogen developments watched in Wyoming in recent years; the ruling clears a key hurdle for the next approval stage, but whether it is ultimately built still depends on the siting permit process.
