West Virginia Department of Education Signs Tyler Deal: Cloud Finance and HR System for 65 Education Agencies

Tuesday, November 3, 2026 · Education · GSM News

On November 3, the West Virginia Department of Education announced an agreement with technology company Tyler Technologies to deploy its cloud-based enterprise resource planning (ERP) financial management and human resources management system across 65 education agencies statewide, replacing legacy finance and payroll systems. The agreement covers 55 county school districts, seven multi-county vocational centers and three educational service cooperatives, serving about 250,000 students. The new system will provide financial management, human resources, payroll, procurement, budgeting and reporting functions, and will establish a statewide enterprise data portal to improve reporting, transparency and access to operational information. The department said Tyler was selected through a competitive bidding process, citing the company's deep K-12 functionality, prior experience with statewide ERP deployments, modern cloud architecture and advanced reporting capabilities. Chris Webster, president of Tyler's ERP and civic division, said schools and education agencies are increasingly using modernization to improve efficiency and financial transparency and turn data into actionable insight, and that the platform, designed for the public sector and schools, aims to provide a secure, scalable cloud solution for critical finance and human-resources needs. The signing is part of the modernization of West Virginia's education system, aimed at improving efficiency, transparency, reporting capability and compliance. Tyler Technologies is headquartered in Plano, Texas, is a component of the S&P 500 index, and has more than 50,000 installations across all 50 states as well as Canada, the Caribbean and Australia.
