Phoenix Voters Reshape City Council as Four Districts Go Up for Election

Tuesday, November 3, 2026 · Cities · GSM News

On November 3, voters in Phoenix, Maricopa County, Arizona, went to the polls to fill four City Council districts, with as many as four new council members possible. The districts on the ballot are District 2 (northeast Phoenix), District 4 (downtown, midtown and part of Maryvale), District 6 (Arcadia and Ahwatukee) and District 8 (south Phoenix, Laveen and parts of downtown).

Two incumbents, Laura Pastor and Jim Waring, are leaving due to term limits, while two first-term incumbents seek another four years. Polls are open from 6 a.m. to 7 p.m.; a first round of results is expected around 8 p.m. on November 3, though close districts could take days or weeks to resolve, and all results remain unofficial until local and state officials complete counting and certification.

If no candidate in a district wins more than 50%, the top two finishers will advance to a runoff on March 9, 2027. The outcome will shape future council votes on rush-hour traffic, housing and public services.
