Missouri Voters Weigh Prosperity Fund and Sheriff Amendments; St. Louis County Adds Senior Services Tax

Tuesday, November 3, 2026 · States · GSM News

On November 3, voters in St. Louis, St. Louis County, Missouri, joined voters statewide at the polls from 6 a.m. to 7 p.m. Beyond Amendment 3, the initiative-process Amendment 6 and the Proposition A referendum on the congressional map, the official ballot published by the Missouri Secretary of State carries two less-discussed statewide amendments.

Amendment 7 would create a permanent public endowment, the Show-Me Prosperity Fund, to support state government from investment earnings, with the goal of eliminating state-imposed taxes once earnings are sufficient; until then, the General Assembly could not appropriate or divert the fund. Amendment 8 would write the elected status of county sheriffs into the state constitution: sheriffs would be elected every four years and could be removed only through a quo warranto action brought by the Attorney General.

St. Louis County voters are also deciding two county questions: one on the county auditor's term and charter wording, and one levying a property tax of five cents per $100 of assessed valuation to create a services fund for residents aged 60 and older. GSM has previously covered Amendment 3 and the map fight in this state; this report rounds out the remaining measures.
