Follow-up: Russia's Overnight Barrage Hits Ukraine's Power Grid: 289 Drones and 76 Missiles, Blackouts in Kyiv and Beyond

KYIV, Ukraine — Russia bombarded Ukraine's energy infrastructure in waves overnight into Tuesday, Ukrainian President Volodymyr Zelenskiy said, launching 289 drones, 17 ballistic missiles and 59 cruise missiles at power plants and substations from the Black Sea port of Odesa in the south to Rivne in the west. DTEK, Ukraine's largest private generating company, said three of its five thermal power plants had been knocked offline.
Speaking at a joint press conference in Berlin with German Chancellor Friedrich Merz, Zelenskiy described the onslaught as one of the largest of the war, causing power cuts across the capital Kyiv and at least six other regions and disrupting water supplies and transport in the capital. Ukrainian officials said two people were killed and about 20 wounded in Dnipro, where a train station, passenger carriages and locomotives were also hit. Russia's Defence Ministry said its troops had struck electricity facilities in several regions that supply power to military factories and the Ukrainian army.
In Berlin, Zelenskiy also addressed Monday's attack on an aid distribution centre in the village of Komyshuvakha in the Zaporizhzhia region, saying at least 33 people had been killed and about 50 people were still believed to be buried under the rubble. Moscow said its forces had targeted Ukrainian military units in Komyshuvakha and two other settlements, and said up to 25 Ukrainian servicemen had been killed. The two accounts have not been independently verified.
Merz called the talks scheduled for Abu Dhabi on November 10-11 "the right step" toward ending the fighting and said Europe must be part of the process, adding that he had not seen any sign so far that Russia would engage in serious negotiations on a ceasefire and a peace agreement. The European Commission said it would host a meeting on Ukraine on Wednesday with the United States, NATO and European allies as well as Ukraine itself, and the alliance said further consultations would follow on Thursday. Zelenskiy said they would discuss a "prosperity plan" and security guarantees for Ukraine.
