European Commission Hosts Multilateral Talks in Brussels on Ukraine's Post-War Reconstruction and Economic Prosperity

On November 4, the European Commission hosted a meeting in Brussels attended by delegations from Ukraine, the United States, Germany, France and the United Kingdom, together with representatives of NATO and the World Bank, to discuss Ukraine's post-war reconstruction and economic prosperity. The talks were held at the level of national security advisers and senior officials, as U.S.-mediated negotiations between Ukraine and Russia move forward.
In a statement after the meeting, the Commission said the talks continued earlier consultations held in Miami and built on a framework for economic prosperity developed jointly by Ukraine and the United States earlier this year. Participants focused on refining scenarios for Ukraine's post-war economic development and on the tools that could support its growth. The Commission stressed in particular that the reform programme Kyiv is implementing as part of its EU accession process is a key factor for stability, investor confidence and attracting private capital and international support.
The Commission said the European Union has provided Ukraine with 231.5 billion euros in support since the start of Russia's full-scale invasion. A joint assessment published in February by the Ukrainian government, the World Bank, the European Commission and the United Nations put Ukraine's reconstruction and recovery needs over the next ten years at about 587.7 billion dollars.
Ukrainian official Rustem Umerov said two rounds of talks were held during the day: the first on the Prosperity Plan, the document meant to set out approaches to post-war reconstruction, investment and economic growth, and the second on Ukraine's financing plan for 2027. President Volodymyr Zelensky said the same day that he had held talks with American partners covering, among other things, Ukraine's air defence needs, including interceptor missiles for Patriot systems.
The Brussels meeting came ahead of trilateral talks between Ukraine, Russia and the United States scheduled for November 10-11 in Abu Dhabi. A further meeting on security guarantees for Ukraine is set to follow in Brussels on November 5.
